Who can apply for a disabled parking permit?

Since 1998, the SAAQ has been issuing a mobile parking permit for use by either a vehicle driver or passenger who is disabled. The permit must be displayed on the vehicle's rear-view mirror inside the vehicle.

The permit is issued with an accompanying certificate, which must be carried by the permit holder at all times, as proof of authorization to use the permit.
